Resolution Recognizing Melody Potter’s Service

WHEREAS, Melody Potter served as the first Woman Chair of the West Virginia Republican Party beginning in 2018; and

WHEREAS, she was elected and served as the West Virginia Republican National Committee woman in 2012 and served on many important Committees, such as Resolutions, the Faith Advisory Board, Vice Chair of the Republican Conservative Steering Committee and appointed to the RNC Ad Hoc Committee on elections; and

WHEREAS, Melody Potter served as Chairman of the Kanawha County Republican Executive Committee, and a member of the Kanawha County Republican Women’s Club; and

WHEREAS, she also served as Associate Chair of the West Virginia Republican Party;

RESOLVED, the West Virginia Republican Executive Committee commends and recognizes Melody Potter for her years of hard work and dedication to the West Virginia Republican Party and this Body.

Resolution on Critical Race Theory

WHEREAS, Racism is evil and inconsistent with our nation’s founding precepts that all are created equal and each has unalienable rights to life, liberty and the pursuit of happiness;

WHEREAS, The Declaration of Independence states “We hold these truths to be self-evident, that all men are created equal”;

WHEREAS, The Reverend Martin Luther King, Jr., looked “to a day when people will not be judged by the color of their skin, but by the content of their character”;

WHEREAS, Our public morality is and has been grounded in love – loving others as we love ourselves, which is a commandment central to every religion around the world;

WHEREAS, Americans today systematically reject racism and the arc of our nation’s history has bent toward justice because succeeding generations of Americans recommitted, each in their time and way, to our founding principles and public morality;

WHEREAS, Critical Race Theory is the antithesis of these American virtues and is built on the intellectual framework of identity-based Marxism;

WHEREAS, Critical Race Theory contends that the evil of racism is inherent in all of our institutions and structures of governance despite the fact that we now have comprehensive non-discrimination laws;

WHEREAS, Proponents of Critical Race Theory assert that we are born oppressors or oppressed based on skin color, that despite our long national struggle for civil rights, racism still permeates all institutions and systems covertly, and so to end racism all people of good faith must smash all that’s old, including our history, heroes, culture, economy and founding principles;

WHEREAS, Critical Race Theory public school indoctrination teaches that all White people play a part in perpetuating systemic racism and that all White Americans are racists, illustrated by exercises separating elementary school children into groups of “oppressors” and “oppressed”;

WHEREAS, Critical Race Theory has been injected into government agencies, public school systems, teaching training programs, and corporate human resources departments in some forms of diversity training programs, human-resources modules, public-policy frameworks, and school curricula; and

WHEREAS, Critical Race Theory is divisive and separates Americans by race and is itself racist; therefore, be it RESOLVED, That the West Virginia Republican Party, a member of the Republican National Committee, reaffirms our commitment to pursue a more perfect union premised on the principle that all are created equal and that each of us have an unalienable right to life, liberty and the pursuit of happiness, as well as to each of the rights enshrined in our Bill of Rights;

RESOLVED, That the West Virginia Republican Party, a member of the Republican National Committee, reveres the manifest good in the arc of our national history and will not acquiesce to the deconstruction of our history, economy, culture, or founding principles;

RESOLVED, That while we do not ascribe guilt to the Democrat Party today for its past support of slavery and for creating Jim Crow laws, we hold the Democrat Party to account for embracing this racist ideology yet again today and we call on the Democrat Party to reconnect with its principled Jeffersonian roots – racism regardless of its name, age, or rationale undermines the promise of our founding principles and slows our progress toward a more perfect union;

RESOLVED, That our children should be taught American history truthfully not tendentiously and that it is self-evidently wrong to teach children to be racist in order to be anti-racist;

RESOLVED, That the West Virginia Republican Party, a member of the Republican National Committee, condemns Critical Race Theory and urges the federal government and the states to review and eliminate these harmful tenets from any publicly funded indoctrination; and

RESOLVED, That the West Virginia Republican Party, a member of the Republican National Committee, supports every effort to prevent the ideology behind critical race theory from being institutionalized in our school curriculum, admissions and administration, government agencies and programs, corporate talent management, and culture and arts in order to preserve and protect liberty and equal protection of the laws for all Americans.

A Resolution on Withdrawing Americans from Afghanistan

Expressing disapproval and disappointment in the failure of President Joseph Robinette Biden, Jr. and Democratic Party leadership to execute an orderly and peaceful withdrawal of United States armed forces from Afghanistan.

Whereas, on May 27, 2014, President Barack Hussein Obama announced in the Rose Garden at the White House that he planned to withdraw the last American troops from Afghanistan; and

Whereas, President Obama’s promise for an orderly Afghanistan withdrawal proved not only to be a broken promise, but a total failure; and

Whereas, on February 29, 2020, at the direction of President Donald John Trump, the United States forged a landmark agreement creating a basis for ending combat operations in Afghanistan; and

Whereas, on February 3, 2021, the Congressionally established Afghanistan Study Group released its report that identified benchmarks that should be met before American withdrawal; and

Whereas, the bipartisan Afghanistan Study Group concluded that American forces should not be withdrawn unless and until the Afghan state is capable to “exercise sovereignty over its borders and internal affairs,” and a demonstration that the Afghan state left behind has the ability to “support and protect minorities, women’s rights, and the democratic character of the state, and a free press;” and

Whereas, on May 1, 2021, at the direction of President Biden, the United States began withdrawing troops from Afghanistan; and

Whereas, on July 8, 2021, President Biden, the Commander-in-Chief of the U.S. armed forces, said in a public statement that the likelihood the Taliban would take over all of Afghanistan was highly unlikely; and

Whereas, by August 15, 2021, upon the colossal failure of President Biden’s military strategy, the country of Afghanistan was completely overtaken by the Taliban regime; and

Whereas, most provincial capitals had fallen to the Taliban, and indeed the capital city of Kabul was overtaken by the Taliban as heavily armed fighters gripped the city in panic; and

Whereas, the Afghan president, Ashram Ghani, was forced to flee the capital city; and

Whereas, on August 15, 2021, President Biden’s Secretary of State, Antony Blinken, admitted that the defeat of the Afghan forces by the Taliban, “happened more quickly than we anticipated.” and

Whereas, after withdrawing American troops from Afghanistan, President Biden reversed course and ordered several thousand troops back into Afghanistan to rescue U.S. Embassy personnel and to evacuate western diplomats and others trapped behind Taliban lines; and

Whereas, the Taliban has a history of harboring terrorists who are sworn enemies of the United States, and are guilty of terroristic human rights abuses against women and minorities, citizens are now living in fear and trepidation and fearing for their very lives and livelihoods; and

Whereas, desperate citizens of Afghanistan clung to U.S. aircraft in a desperate attempt to flee the ensuing terror that awaits them at the hands of the Taliban; and

Whereas, the embarrassing miscalculations by President Biden and his administration have been reported around the globe damaging the superpower reputation of the United States; and

Whereas, the United States has lost 2452 service members while defending freedom in the Afghani theater, including 15 service members from West Virginia; and

Whereas, the United States has the most capable and respected military leaders in the entire world, and President Biden’s political policies and his apparent disregard for their wise counsel have failed to give them the functional strategy they require for an orderly transition out of Afghanistan; now therefore, be it

Resolved, that the West Virginia Republican State Executive Committee:

(1) strongly condemns the execution of the withdrawing of the United States armed forces from Afghanistan by President Biden;

(2) expresses profound disappointment in President Biden’s ability to lead responsibly on the world stage;

(3) expresses sorrow for the evil that has befallen the innocent Afghan people at the hands of the Taliban due to the disastrous exit policy by President Biden;

(4) calls on President Biden to reassess his strategy concerning military action in Afghanistan;

(5) calls on President Biden to do everything in his power to protect women and minorities from further oppression by the Taliban regime;

(6) affirms our sincerest confidence and respect for the men and women who serve in the United States military and dutifully fulfill orders given to them by America’s civilian leadership structure, except those mentioned in item 7.

(7) calls for the resignation of President Joe Biden, Vice President Kamala Harris, Secretary of State Antony Blinken, Secretary of Defense Lloyd Austin, Chair of the Joint Chiefs of Staff General Mark Milley, and all the other joint chiefs.

(8) express our condolences to the families of all those who lost their lives, especially the 13 US Servicemen, as well as all those injured by the suicide bomber attack in Kabul

Resolution on America Energy Dominance

WHEREAS, America energy dominance is of vital importance, both as an economic and national security issue. Prosperity and progress for our country and all Americans relies on clean, secure, affordable, and abundant energy.

WHEREAS, Our country has greater energy resources than any other place on earth. Our engineers and miners, the men and women who labor taps the forces of nature are the best in the world.

WHEREAS, America is the envy of the world because of its vast natural resources. Other countries see these resources as a blessing while Joe Biden and his climate change zealots see them as a curse.

WHEREAS, West Virginia is the nation’s fifth largest energy producer and has abundant fossil energy and renewable resources.

WHEREAS, West Virginia is the nation’s largest producer of bituminous coal, the most abundant coal mined in the United States.

WHEREAS, West Virginia has the fourth largest natural gas reserves of any state, overlying part of one of the largest US natural gas producing areas in the nation, the Marcellus and Utica-Point Pleasant Shales.

WHEREAS, Coal has significant importance in West Virginia, both culturally and economically, and is an energy source for our country and the world.

WHEREAS, In 2019, West Virginia was the second-largest coal producer in the nation, after Wyoming, and accounted for 13% of U.S. total coal production. And where one-third of the more than 93 million tons of coal mined in our state was exported to foreign markets.

WHEREAS, In 2019, after 62 years, under the Trump Administrations America First Agenda, the United States achieved energy independence where as a nation we produced more energy than we consumed. In that same year, 2019, the United States produced more oil and more natural gas than either Russia or Saudi Arabia.

WHEREAS, President Biden and Vice President Harris have made their intentions clear as their administration has immediately declared war on the fossil fuel industry including, but not limited to, the resource of coal and the practice of fracking, threatening our national security and economy

WHEREAS, the Biden Administration, their policies and elected Democrats have shown prejudice against the fossil fuel industries, precipitating a culture of negativity and constraint, lending to hardships in the sector, such as in insuring and bank financing.

WHEREAS, the Biden Administrations cancelation of the Keystone Pipeline was an attack on, and caused significant harm to the hard working men and women of America that supply energy, which is important to our economy and vital to our national security.

WHEREAS, President Biden and Vice President Kamala Harris have waived sanctions on the Russian Nord Stream 2 pipeline – a clear choice for foreign energy over American energy.

WHEREAS, As Democrats continue their assault on America’s hard-earned global energy dominance, our adversaries have positioned themselves to take advantage of America’s absence at the leadership table, while also making a profit.

WHEREAS, The Democrats continue prioritize climate change, above all else, to the peril of our country, as the United States leads the world in reducing energy-related carbon dioxide emissions, without top-down mandates and while continuing to provide affordable and accessible energy to Americans across the country.

RESOLVED, that the West Virginia Republican Party demands the Biden Administration reject attempts to constrain choice and replace consumer preferences with politically preferred technology and fuels that hurt the most vulnerable citizens.

RESOLVED, The West Virginia Republican Party rejects the Biden-Harris Administration energy and climate change policies, the Green New Deal, and the Democrats radical left agenda to destroy the fossil fuel industry in our state and great Nation.

RESOLVED, The West Virginia Republican Party reaffirms the belief that people are the ultimate resource and that the people, not the government, are the best stewards of our country’s God given natural resources.

RESOLVED, The West Virginia Republican Party believes in domestic energy and the American energy worker. RESOLVED, The West Virginia Republican Party supports the America First Agenda on Energy, to be aided by a free market, less regulations, and limited government interference.

RESOLVED, The West Virginia Republican Party supports the development of all forms of energy that are marketable in a fee economy without subsidies, including coal, natural gas, nuclear power, and hydropower.

RESOLVED, The West Virginia Republican Party believes that American energy independence is a worthy goal that must be achieved and maintained for the betterment of all Americans.

WVGOP Immigration Resolution

Whereas, The West Virginia Republican Party recognizes that the United States of America is a beacon of hope for millions across the globe in search of liberty and that immigration is a cornerstone in who we are as Americans and as West Virginians;

Whereas, The West Virginia Republican Party believes that immigration must be handled responsibly for the protection of all American citizens, natural born and naturalized alike;

Whereas, The West Virginia Republican Party fully supports the construction of a border wall along the entire southern border of the United States to prevent any unlawful entry;

Whereas, The West Virginia Republican Party believes that the immigration system of the United States must protect citizens by providing a thorough and efficient vetting process for all immigrants entering the United States, even in times of crisis;

Whereas, The West Virginia Republican Party stands firmly against “Sanctuary Cities” and any call to implement this policy anywhere in the state of West Virginia;

Whereas, The West Virginia Republican Party believes in a merit-based immigration system that strengthens American sovereignty and resilience by attracting skilled immigrants from across the globe;

Whereas, The West Virginia Republican Party stands firmly against any exploitation of the asylum process and believes it should be limited to political, ethnic, or religious persecution;

Whereas, The West Virginia Republican Party believes the decision on relocation of refugees into West Virginia should be decided by state and local governments including but not limited to the West Virginia Governor and Legislature based upon security and fiscal responsibility;

Whereas, The West Virginia Republican Party recognizes the damage caused by illegal immigration and the widespread ramifications it has across every community in the United States;

Whereas, Drug cartels are smuggling record levels of deadly narcotics, human traffickers are attempting to exploit families and children, and rapists and criminals are brutalizing women who are making the trek to come to America;

Whereas, The West Virginia Republican Party believes in the facts which show that President Biden and Democrats’ open-border policies and rhetoric are incentivizing illegal immigration into the United States and the mayhem we are seeing falls squarely on their backs;

Therefore be it resolved that, The West Virginia Republican Party is firmly committed to protecting our national security through stringent immigration policies, border enforcement, and legislative action.
